From the Periphery to the Centre: Remaking the Bolivian State and Society

Written by Bolivian Vice President Álvaro García Linera, this book examines the Morales administration’s concept of “plurinationalism” as well as the obstacles and problems encountered during the development of a new constitution. It includes an interview in which García Linera discusses his political theories and Bolivia’s current situation with CDE researcher Stephan Rist and Andreas Simmen.

In addition to his role as vice president in Evo Morales’s administration, Álvaro García Linera is one of Bolivia’s foremost intellectuals and a leading figure in a new international movement on the left. Examination of a selection of his key texts reveals how he has capably supported the indigenous majority’s struggle thanks to his mastery of his preferred weapon: the pen. The Morales/García Linera government seeks to remake the Bolivian state and society from the ground up, sustainably improving the population’s living conditions.

García Linera shows how the liberation of those living so far at the periphery could only succeed once people’s understanding of the social forces at work in Bolivia was “decolonised” from classic Eurocentric perspectives – liberal as well as Marxist. Readers learn how those shut out of politics regained their voice and how various social movements formed and were able to break free of orthodox Marxist ideologies.
